The level system, Level I through Level VI, is the foundation for the training and development of officials across Canada.
Hockey Canada has categorized the hockey played in Canada into four basic streams, each with different priorities. These include:

- Initiation
- Recreational
- Competitive
- Program of Excellence
The Hockey Canada Officiating Program has opportunities for everyone from the Initiation at Level I, through to the Program of Excellence at Levels V and VI.
Changes for the 2024-2025 Season
Changes for the 2024-2025 Season
- Updated Minimum Age for Officials: Starting this fall, the minimum age requirement for officials in Nova Scotia is now 12 years old (as of Dec. 31), aligning with standards across all provinces in Canada.
- Virtual Clinics for Level 2 and Level 3 Officials: Officials at Level 2 and Level 3 will now have the option to complete their certification clinics virtually, offering greater flexibility and convenience.
- In-Person Clinics for Level 1 and New Officials: All Level 1 clinics, as well as sessions for new officials, will continue to be held in person to provide hands-on training and guidance.
